http://www.uksapa.org/ for full section of the debate most important section is below

I have copied the full transcript as Lady Anelay says we have not got the best result but we have got better than nothing.

"The minister ( Mc Nulty ) offer of an exemption through regulations, although obviously that was the second-best option. I agree with the association that exemptions are always better in a Bill rather than in secondary legislation, in which one must prove that one is an honest person and a real airsofter.
I am grateful, too, for the indication that the talks towards the end of October will go ahead. As one can imagine, airsofters have not taken part in parliamentary proceedings before, and have got on with their own business relatively quietly and very honestly and legitimately. They have had no reason to be within the ambit of parliamentary affairs, and were concerned that if the matters were not put clearly on record, they might not get the exemption later on when the regulations were formed."

As no amendment were made in the end in the House of Lords with reference to Airsoft and the VCR Bill, there will be no further debate of this matter in the House of Commons when the bill goes for its final reading on the 30th of October 06.

It is now up to the parties representing Airsoft, who have been invited to meet with Mr McNulty on the 29th of October to discuss and attempt to ensure that the exemption is acceptable to UK Airsoft. These will be representatives of the UKASGB, UKARA, and ABA.

We wish them good luck.

Our thanks to Lady Anelay St Johns for this information.
